I don't know what more I could have done. The tar baby's poped out and messed it up. This is my last room in 16. There is no way to control the babies in the serpent room.

You can control the serpent, thus indirectly affecting tar baby generation. But the easiest way, in my experience, to solve this room is just by trying again and again until no babies are generated.
