I've killed the nasty tar mothers in 4 rooms. If I go back to those rooms the tar is back but the mothers are not. If I finish the room why do they reappear? I did not destroy all of the tar. Is that necessary? I don't see how to end that level and get on to level 9. I have been to the final room but the blue gate is not open.

I count 9 rooms total with tar mothers. Obviously you have missed at least one room. Perhaps you should go back and check if you missed a room?

Another possibility is that you think you cleared a room, but you actually broke some tar and made a tar baby before exiting, thus not flagging the room as "cleared". Check from the Restore screen whether or not any rooms are red. You can also check if all 18 rooms total on the level have been found.

Check the exit room carefully.

There is a crumbly wall in the bottom of the exit room.
