It appears that the "up" arrow is required for the right section, since there's no way to direct the fegundo-lemmings to the exit with only "left" and "right".

But the "up" also seems required for the left section, since there is no apparent way (or I haven't found a way) to let the fegundo-lemmings all survive the traps and escape that section. Six arrows are needed to save six of them, and the rocks and the arrow trap are in the way of an escape using a "right" arrow here.

So what gives?
