It's superstition. The average citizen doesn't know what oremites look like, presuming they're too small to see, but also don't want metal valuables to be destroyed, so they just trust the guards.
It's a cost effective enforcement, since coating an entire city in oremites is a bit of an undertaking. As long as no one gets too cheeky and tries this claim, and, really are you really going to argue with someone who has a sword and would like to keep this under wraps?

As for Beethro, he's just being polite. He's a stranger in a strange land/hasn't seen oremites up to that point? I can't remember.
