Way to connect the dots! Yes, the Patrons -- being a rival bureaucratic, if not political, faction -- are definitely involved in the Great Removal. The Patrons, as one can see from TCB, feel they have the abovegrounders' best interests at heart.

It just occurred to me that Beethro's arrival at Rooted Hold was suspiciously well-timed. He arrived just a few days before 1st Archivist unveiled his dark plan and just a few weeks before the stalwart army arrived and was eventually slaughtered. He was even able to meet up Tendry and inform him of the Empire's plans. Armed with that information, Tendry was then able to go on and
