Ok, this is complicated to explain so I'll just give the steps for reproducing it and point out the bug as I got along:

1 - Create a hold with a single level.
2 - In level 1, create a 4x4 stairway (the stair area needs to be 4x4). Make it lead to (end hold).
3 - Add a new level to the hold.
4 - Go back to the room with the staircase in level 1.
5 - Using the staircase tool, click on the top left corner of the existing staircase. Make it point to level 2.
6 - Click on the top right corner of the existing staircase. It still points to (end hold).

Now, leave the editor and play the hold. First, go to the right side of the stairways - walking down gives you the win screen. Now, click continue and go to the left side of the stairs - walking down leads you to level 2.

Ooh, weird. This bug was introduced in build 28. It's fixed now (for build 30), but there still might be some after-effects with pre-build 30 holds on stairs exiting the hold. All others should be fine. For stairways of the type mentioned above, deleting them and placing a new staircase should fix any level destination problems encountered.
