Building a keg/mirror on a token transforms it into a CW arrow rotate token (+3)

If you try to use the build command to place a powder keg or mirror on top of a token (of any kind), it builds it, and transforms the token into a CW arrow rotation token.

I'm not sure when this behavior came to be; I was always under the impression that trying to build anything like a bomb, mirror, or keg on top of a token would just fail. And it does just fail with a bomb. But this seems to be the case in both 5.1 and 5.2.0.808, so apparently this has been the behavior for a bit.
