Steam JtRH 5.1.1.498 (Windows 11): Level 22 is missing (0)

I recently finished JtRH. To my surprise, Level 22 is totally missing! The game skips from the end of Level 21 directly to Level 23 (see the attached image).

There's a shortcut to Level 23 in Level 21, 1S4E. You probably took that. To proceed through the normal route to Level 22, you want the stairs in Level 21, 2N3E.
