I was musing on how the Empire is structured and it seemed plausible to me that they would do one of two things:
-Have a list of all existing jobs ranked by "importance" and declare that the more important jobs (or at least the 1st of those jobs) can order the less important ones around.
-Have a list of all jobs, including numbers, even numbers that are purely hypothetical. Based on this list, declare things like "333rd Listmaker can issue orders to 459th Wallpaper Remover and below, but must follow the orders of 458th Wallpaper Remover and above".

Of course both systems would be ridiculously impractical, but when has that ever stopped the Rooted Empire from issuing a policy?

I think a snippet of something like that would be excellent flavor text for any hold taking place partly in the empire, especially if it obviously has an "A can order B who can order C who can order A" kind of situation.

Yes! The Empire maintains multiple lists of job importance, each based on both academic and contextual information, such as hierarchy, cost, benefit according to various scales of utility, meta-importance, and the number of characters and words in the name. Ties are broken alphabetically and also based on various other schemes, based on practical and theoretical considerations.

Ah, of course they would make it more complicated in order to address issues that came up without actually doing anything about the real problem.

Now I'm imagining a storyline where a bunch of independently-proposed changes to the hierarchy rules are all approved at once, so no one is prepared for the surprising result that the most important job in the Empire is now Tarluke Mudwrit.

A wonderful expression of bureaucratic authority that I am grateful to behold. Every word of it true, I can confirm after review of the relevant sub-indices. Well done, sir!
