Every time I run my steam version of TSS in windowed mode, it only ever appears so far in the upper left corner of the screen, that I can't reach the bar on top to drag it somewhere else. Switching to full screen only means it's fullscreen, and it goes back into this position when it's windowed. I've tried uninstalling and reinstalling, but it's still in the corner. I don't have this problem with the steam GatEB, which means it makes that much less sense.

The only cause I can think of was hitting the reboot on the power strip my computer is plugged into, but I wasn't running anything at the time. Neither did doing it again fix the issue.

I really would like to move the window to the middle of my screen.

Its hard to imagine this is being caused by TSS and is more likely just Windows trying to helpfully remember the position the window was in when you last had it open.

There are a number of ways to get an offscreen window back if you google it. Such as shift-clicking its taskbar icon, select Move, then use the arrow keys to position it back; or right-click the taskbar and cascade all your windows.
