I cannot figure out for the life of me how to get the kegs into position. Closest I get, the kegs are here:

From what I can gather:
• (13, 22), (15, 26), and (19, 28) can be ignored; they're all unable to reach out to other kegs, so it's not like you can move any to another plate.
• Getting a configuration of (16, 21) and (17, 21) makes the room unsolvable.
• I must use all the kegs. If one explodes, it's unsolvable.
