The easiest way to think about rooms involving pushing like this is that each weapon can only be responsible for adding 1 square of movement towards any actor's "
velocity"
(although, as seen with large stacks of mimics/decoys in large push-chains, 1 weapon can contribute to several different actors' velocities).
So, in order for anybody to do a double step move, either somebody has to move and somebody has to push with their weapon in the same move, which as you've discovered is impossible...
