No, it can't, because there are trapdoors under obstacles.

This was probably an oversight by the architect. I've been told the scroll just says something to the effect of "ha ha you wasted your time", anyhow.

Well, it is actually possible to drop all of them. Don't bother with the citizen. Just drop all doors without invoking any magic. But hey, it might just not be worth the effort...

Ok, it seems something is really wrong... In my version of the hold, there are no doors under obstacles. I guess an incorrect version has made it to official publication then.
