I assume four decoys for the four inner eyes. But I seem to always get one of the southern eyes stuck on one of decoys and cant get it move up to be killed. What am I missing?

I know that I'm meant to do, and I can get it down to all but one eye (usually the SW one,) but that same eye ends up in a situation where the decoy attracts it and it ignores me, and room is unclearable. What am I doing wrong?

It's a question of finding the right order. For me the right order was


Thanks to Dragon Fogel for pointing out I make a false claim about decoys, which I have now removed.
