After spending way too long pursuing a doomed attempt to break this room by exploiting a scripting bug, I've gotten thoroughly stumped trying to solve it the legit way. I can do the eastern path without a problem, but the western path is giving me trouble. I only get 6 token toggles. I seem to need to use one at each of the indicated points on the image below:

1 and 2 are mud, 3 is tar, and 4 is mud. I can't seem to merge 1 and 2 either (one turn short!). That leaves me only two toggles for the top area, which seems impossible. Where am I going wrong here?
