Self-explaining; we actually even have dates set for the DLCs for JtRH/TCB/Smitemaster's Selection being available on Steam, but the progress bar doesn't display it. Why? It seems kind of obvious to make it show a bar slowly progressing how long it'll take before it is released.

It's not there because there is no bar mysteries as to when they'll be released at all. The date is fixed.
