Just as the tile states:

Hot tiles can not harm custom npc's with pushable by weapon and both imperatives.

This is a weird bug that doesn't happen with fire traps or bombs.

For what I was specifically using, it was a water skipper entity, which means it wasn't flying.

Yeah, this seems pretty clear-cut to me. Imperatives that have nothing to do with invulnerability shouldn't grant invulnerability - especially not to one specific thing and not others.
