Assumptions: I need to either activate the eye at (19,20) or the two eyes at (15,15) and (15,17). Then, I need to make my way to them, somehow trapping them behind inactive eyes so they won't reach the center area beyond the trapdoor. However, I am unable to find a way to do that. Help me!

You're on the right track!

As you can probably see, it's not the end of the world if evil eyes get into the center island beyond the trapdoor, as long as you could theoretically retrieve them.

Trapping eyes behind inactive eyes is the right idea, but doing so will require observation. The place would have to have the following property:

I must be missing something. I cant trap any eyes anywhere. I just chase them around in a circle.
