Restoring back to here seems to award the challenge, but it never shows up on the Challenges Completed page. Tried on two different days (9/27 and 9/28), and was connected to CNet both days.

Try restoring to the room in the undercity that leads to here.

Hm, interesting... in that case why put it so early in the drop-down list of levels, rather than right at the end? Not that I'd expect much of a reason for this, other than "because it is" :-)

While L25 Entrance is accessed from postmastery, another room in L25 is accessed from The Naming Office, so it makes sense the level is right after TNO in the list.

I guess that makes sense, although even then, it's only accessible the *second* time you get to the Naming Office, which isn't till after you get back from Dugandy...
