No, they do not. If the next step a brain selects is taken, they select another one which does not decrease the distance. If the only option which does not decrease distance is to wait (or all of the diagonal moves will result in the same distance as monster's current), only then the monster decides to take an unbrained move.
And that does not apply to goblins, which do wait in this case, and rock golems, wubbas and gelbabies, who actually stand still when the direction they want is taken.
