I don't understand how I get the swords past the arrows without a sword. I've tried various combinations of moves, but I haven't found one that'll force them onto an arrow.

To get them actually on the arrows, you'll need to have them face towards the wall, then stand two squares perpendicular to their direction so they try a diagonal move to go towards you (e.g. a sword faces East, you're standing two squares south of it, it'll go southeast).

I've tried with the above advice, but movement order combined with the swords' quirks just makes them too erratic. I haven't been able to get even one sword on an arrow, or get even close to the position in the screenshot.

I think I need a demo here.
