Yeah, that is what needs to happen. If you don't want to look at my hints I highly recommend trying to get just one plate first and seeing if that works. If you can then doing two will seem more approachable.

×These guys will only step on the plate if their path is blocked by the other. That's pretty obvious. This can happen if they are going in the same or in opposite directions.
In the case of a one-wide-same-direction path, if the monster behind is blocked it won't move and won't get blocked again so that fails.
I had not actually thought of using a two wide path, but it might work for one plate. Getting a second with a two wide path would be difficult but using the arrows it might be possible.
The last possibility is making paths that go in opposite directions. That seems very hard to do of course because it's a mess. For one plate it's reasonable since the two targets can be made to have equalish length paths, but for two it doesn't work so well because they both will probably want to take the other's path especially since they still need to have very similar lengths. mxvladi's solution didn't require this, but I got around that by using a special trick to delay the citizen. I'll see if you have any ideas as to what that may be.
