This is a hard room, but after finding the right way, I'd say it's one of my favorites on the level.
First off, your assumptions are all correct, which is not surprising. That specific order is pretty tricky to find, so I'll talk a bit about how it needs to be.
First lets look at that last plate behind the yellow door. That one is the most difficult one, obviously. If it weren't there you could just have all the roach queens in order and you'd be fine, but since it isn't, at least one queen needs to be out of order. Unfortunately, this makes the rest of the room very difficult.
Clearly, we need to get roaches to go more or less south every time and then be able to come out of the turn (which will put a space between any out of order roaches) and have them repeat it again. Now, in terms of out of order roaches when moving vertically

×they must always be one square vertically behind the roach that is blocking them. That should also be clear enough because otherwise they'd lose their vertical movement. Any roaches that are in order will be on the same vertical line when moving, also clear enough if you've played the rest of this level.
There are two bottlenecks in this room that prevent most orderings from working, the first bend, and the lack of southern room due to the invisibility potion. Let's look at the bend:

×First we'll try to figure out a way to deal with the out of order roach that you must have. When you hit the plate, the roaches will be in a horizontal line and as they step a space will form before all out of order roaches and they will return to the same vertical row. Both of these make it difficult to continue around the bend, but one can fix this if you move to the next tunnel at the right time. (I'll leave this timing for you to figure out, it's not that hard to experiment with in the editor)

×Unfortunately, doing this will ruin the timing for any non out of order roaches since they will be off by a vertical square. In addition, two vertical spaces would be created between any out of order roaches so they would also fail. This means you can only have one out of order roach and it has to be at the end of your chain.
