I don't remember the exact sequence, but you might need to talk to the scientists in CiAE 3S2E to get a reason for visiting LB before the game will allow you to go there.

Well? Doing my best to figure out CiAE but cant remember
I went back and did 3S in Testing Area.That does not do it.
