I'm just wondering what they do? Sand toss doesn't seem to do much of anything (the enemy's name turns gray for a moment, but it doesn't seem to slow their attacks or stun them in any way) and hamstring seems like just another attack. What am I missing?

I think sand toss might either reduce the damage you take from the enemy, or else prevent them from dodging. I'm not too sure, actually.

Hamstring slows an enemy down with repeated use, provided you can hit with it.
