You can't reach the roaches, so they have to come to you, so if they get stuck on a force arrow... well, you had to avoid them getting stuck in the first place.
Two hints that might help:
* Make sure one roach stays in its enclosure while you deal with the other -- you won't succeed if you try to lure them both out together.
* Roaches (or anything) can move off a force arrow at right angles to it. In particular, the SE-pointing arrow near the roaches doesn't trap them permanently.
