I understand that

"Whenever a target's vertical distance is more than twice the horizontal distance,
the Stalwart will prefer to point his sword in an orthogonal vertical direction (i.e. north or south).
If a target is 10N and 2E of a Stalwart he will point north."

Now have a look at Advanced concepts2, Stalwarts, 2S1E.
The stalwart starting at 25, 18 turns the sword at 32, 15.

Why not earlier - according to that rule?
