In the thread "Yes, "Kyevan" and "Keiya" are the same person" on the Anything board, the page title shows up as "Yes, "Kyevan" and "Keiya" are the same person - Caravel Forum".

What appears to be happening is that it's being escaped twice.

(Fun Fact: The forum also appears to de-escape on input, but only once. So for each " above I actually had to write ". And to get that I had to add another amp;. Whee nested escaping!)
