Well, the tar mother can only be accessed from one point in her mass, which is the flat bit on the west side of it, so this is obviously where you must aim to reach. Usually, the main solution is to try to clear out the babies in that area, then boldly go in for the mother.

×I suppose if you can't do it efficiently enough, and have the patience, you could try this:
Clear the babies as before, but let the tar mass from the north grow towards you, clearing all the babies from the area as it approaches you. Once it has grown as far as it can go, you can then cut into it and go for the mother more easily as the tar will block the formation of too many new babies after.
After that, it's all a matter of cleaning up the rest.
