For some reason, several hours before midnight, I was asked
What time is it? So I said "It's 18 to 7" (I'm accurate like that).

I somehow instantly realised that if you spell that out "verbally" using digits, you get 18:27 and that's only 15 minutes difference with the actual time.

The optimum time I've found where it's verbally close if taken literally to the real time is 11 minutes. Was wondering if anyone could come up with something better... there may be other phonetic numbers I haven't considered...

For those interested, the 11 minute difference is "It's 20 to 9" which gives (presuming pm) 20:40 and 20:29

If you use "4" (either a shortening of "before" or the German word vor) you can have 16:45 with only one minute's difference.
