To taunt and mock your problem solving skills. If you can't get to it, I wouldn't worry about it. I finished the game without it. (although I now know how to get to it)

I'd put it off unless you're just short of beating a creature you need to, since percentile damage rears its ugly optimizing head later.

I have no problem getting it, I'm just not sure what it does. And is it like other things that have a one time use? If so I take it that it only works on the next battle I enter, what does it do for me in that battle?

It's just a health potion. All it does is give you 45 health.

Sometimes a potion is just a potion - with added score point for extra flavour...
