Why aren't we allowed to have tar cover up force arrows, scrolls, orbs, potions, etc.?

Well, if you want a technical reason, it's because those items are all on the same layer, and you can only have one thing per layer. Look at the three tabs on the room editor - each tab contains items for one layer.

Still, why did whoever made this part do it like that?

I thought of a great puzzle recently, but it required force arrows under tar. So.....

The game would run slower if we moved the tar up to a higher layer or increased the number of layers.
