There's no brain in here; it's just regular goblin behaviour. That means:
×- If there's a one-square obstacle between you and the goblin, it can step around to chase you:

.G..
- But if the obstacle is two or more squares across, it can't:
..B.
.###
..G.
So the approach here is to keep the goblin at bay behind a pit while you cut the first bits of tar/mud, then lure him across the trapdoor to another holding area while you cut more, and so on.
