I really think you should be more specific about what can be done. For example, rooms that take at least a month to solve would be just unfair, which Stefan's rule 4 in that contest prevents. And there are some ways to make practically impossible rooms that could only be solved with trial and error or knowing the solution. I doubt you'd want to allow those either.
edit: Also, scripting/no scripting/restricted scripting? You can be pretty cheap with it.
edit2: Why let other people make sure the room is beatable. A single victory demo by the author should be enough. No victory demo at the end of the round = Loss.
I'm not saying yay or nay, but I doubt I'll be doing anything in the near future. Besides, this would probably work better on a smaller scale like Stefan's contest, or the interest might fall quickly.
